Dear Mrs. Garrett:
Although I know words help very little, I wanted to
express my deepest sympathy to you and your family upon
Ray's untimely death.
Serving under Ray as executive director of the SEC was
a wonderful experience for me, both professionally and
personally. Ray has to be one of the gentlest, and most
insightful, individuals ever to grace the U. S. Govenment.
His willingness to come to Washington at a very difficult
time, with the attendant personal discomforts and sacrifices,
is a great tribute to his sense of public duty. Undoubtedly,
you and Ray's family bore an awful lot of burden of
that decision, and for that I respect and admire you.
The SEC's four trillion lawyers can comment on Ray's
legal acumen far better than I. But I had a lot of occasions
to see his sensitivity to the people side of the place
and to witness his efforts to restore its morale, professionalism
and integrity. His intelligence, warmth and humor got
a lot of people over a lot of rough spots.
Ray was cared for by everyone who worked with him and
for him. I hope that the knowledge of that can be of
some comfort to you and Ray's family at this very difficult
time.
