Dear Mrs. Garrett:

As a friend of Ray, I want to express my deepest condolences to you. Over the years I came to know him well and appreciated him as a dedicated public servant. His judgment was respected and his tireless pursuit for what was right made him a special person.

In the Congresstional Record for February 5, 1980, I placed a note about Ray as I knew him. I thought you would like to have a copy of it.
