Dear Mrs. Garrett:

It was a shock for all of us to lose Ray, one of the most able and vigorous people I have ever been associated with. I still remember him at the last meeting of our Public Review Board in early December, offering wisdom and counsel even though he was obviously not in the best of health. I knew his father well when I was teaching at Northwestern University and had an opportunity occasionally to meet Ray twenty-five years ago. Ever since then, I have followed his career with admiration and was gratified that he accepted the SEC chairmanship when they needed someone of ability and character to resuscitate its reputation -- which he did admirably.

Having come to know him as a good friend and colleague on the Public Review Board, I even more fully appreciated his judgment, integrity, ability, and continuing energy almost until the day he went to the hospital. Ray was an extraordinarily gifted lawyer and a stalwart of the American Bar Association, and we shall all miss him deeply.
