Dear Mrs. Garrett:

All of Ray's friends and admirers in the Office of the Secretary were shocked and saddened by his untimely death. We will miss the joy of his presence which we knew during his time on the staff, as Chairman and in his later visits to the Commission.

As a slight token of our affection, we are forwarding to the Salvation Army in Washington, D. C. a contribution in his name.
