DIED:
Ray Garrett, Jr., former chairman of the Securities and Exchange
Commission, of cancer; in Evanston, Ill., Feb. 3. A Chicago corporate-law
specialist, Garrett was appointed head of the SEC by President Nixon
in 1973 in an effort to clean up the agency's scandal-smudged image.
Under his tough two-year tenure, the SEC abolished fixed brokerage
commissions and created an electronic securities "marketplace"
so that investors across the country could compare stock prices
on various exchanges.
