Dear Mrs. Garrett,

My very deepest sympathies and warmest thoughts go out to you and your family. I know the loss must seem unbearable at present, and I can only hope this pain will be eased with time.

As classmates in law school and then as workers in the federal government in the Eisenhower administration (I at H.E.W. and Ray at the S. E. C.), I feel our paths intersected at an early stage. More recently, I was looking forward greatly to working with Ray on the corporate governance project of the American Law Institute. He was the ideal person for the job of reporter, and he would have done a wonderful job.

Ray's career was certainly one to be proud of -- and proud to be a part of. His integrity, dedication, diligence, keen intelligence and solid balanced judgment made him a great asset in anything he undertook. He was a fine public servant and private lawyer. He always found time for serving the public good in his private practice.

His personality was also a great delight for all who worked with him. He had a twinkle in the eye and a warm smile which endeared him to countless friends and acquaintances.

We will miss him greatly, and my sympathies are extended to you and all the children.
