Dear Mrs. Garrett:

My deepest sympathies are with you at this time.

Ray meant a great deal to so many of us. He appointed me to the position I presently hold at the SEC. I was his first major appointment. Believe me, it took a lot of courage for him to do this.

Ray was a decent, humane person. He had no enemies and believed in everyone. I am so grateful that I had the opportunity to serve under such a wonderful person. Because Ray meant so much to all of us at the SEC, PLI is dedicating this year's SEC Speaks program to Ray's memory. We will all miss him greatly.
